When creating a new price plan do I always have to create both SUB and FEE plan associated with it ?

It is not necessary. It is required when you need to provide different membership levels with different ad placing features or restrictions (ad plan extra options). For example, you may want to allow Basic members to upload up to 5 images per ad, and Premium members should be able to upload up to 10 images per Ad, etc. To achieve this, you can create 2 Ad plans with 5 and 10 max images amount (it is specified in the extra options of Ad plan): let's assume you created these price plans with IDs "A_5" and "A_10". Basic membership will have all ad plans disabled, except "A_5". Premium membership will have all ad plans disabled, except "A_10".
